Only those who would be ineffectual at stopping him until he was strong enough to show his true face.
He probably thinks he'll "fix" everyone here by making them happy, following the success of his plan.

I don't know if he saw us Phases as "fixed" or "complete." Just tools. It's probably why he's not bothered by some of us living - that's my guess. Because "fixing" us will come when he takes us all to his false paradise.
